Autonomy for TAFE

The author contends, in this brief paper, that applying competition policy has been a very blunt instrument for reform of the TAFE system. He believes that if the Federal Government is serious about a training market it should push for full autonomy for TAFE institutes so that they can compete equally with other training providers.
