User choice: real or imagined

In this brief paper, some of the likely results of the Department of Employment, Education, Training and Youth Affairs' (DEETYA's) support of a 'user choice' approach to the use of public funds for apprenticeships and traineeships are discussed. It is contended that most young workers and their employers will go through the motions of making a choice where none exists, while administrative costs and red tape will increase.
