Employment opportunities and skill formation for the young: the impact of junior wage rates

This paper notes that wages paid to young people in Australia under the National Training Wage are more than double the equivalent European rates, and that they are not competitive with standard award rates. Training reforms in the vocational education and training system will not be fully effective unless and until a sensible training wage system is developed to complement training arrangements.
