Rhetoric and reality: Britain's new vocational qualifications

The first National Vocational Qualifications (NVQs) were awarded in 1988. A decade later, this reports aims to provide a secure base of factual information, drawn from a range of sources, in order to measure the progress of NVQs and GNVQs (General National Vocational Qualifications). To date, government reports had not provided this basic, statistical background. The report concentrates on the quantitative picture, rather than the quality of the qualifications and their manageability. Previously, what had been lacking was a clear, quantitative picture of the impact of these initiatives. Data sources were: the 'Labour force survey' (LFS), the 'National information system for vocational qualifications' (NISVQ), and data from the National Council for Vocational Qualifications (NCVQ).
