Issues for apprenticeship training in Australia

Two roles of apprenticeship are considered. First, apprenticeship training is considered as a means of vocational training for particular trade occupations. The issues investigated include the distribution of costs and benefits of apprenticeship training, the role of government, and the impact of financial subsidies on apprentice recruitment. From this perspective, it is argued that the level of apprenticeship training has remained relatively stable in Australia; and, within the framework of human capital theory, the paper questions the common argument that apprentice wages are too high.
