In 1993, [Vocational Education, Employment and Training Advisory Committee] VEETAC commissioned the [National Centre for Vocational Education Research] NCVER to develop an operational plan, based on the national research and development strategy for vocational education and training. The basis of that strategy included these findings: research is needed to shape and lead policy and practice and to examine critically major policy positions and practices; the quality, relevance, diversity, and amount of research undertaken should be improved; the research effort is usefully guided by specifying major themes and priorities which will determine the allocation of government research funds and guide non-government research activity.
