The Australian National Training Authority (ANTA) asked the Boston Consulting Group to identify problems and to recommend solutions related to the consistency of data collected and reported by the states and territories. These key performance measures were used: planned vs actual student contact hours; module completion and module load completion rates; course completions; cost per student contact hour. Both public and private providers of vocational education and training (VET) were to be included. It was found that the data for these measures was not comparable across providers nationwide. After extensive consultation throughout the VET sector and after analysis of data from the 1994 collection, it was determined that comparable performance measurement could only be achieved in the near term through adjustment of the data by a credible, independent agent. Recommendations subsequently were made to help deliver a system of performance measurement that would provide useful benchmarking information by mid-1996 and to enhance all stakeholders' commitments to an appropriate standard of measurement. Those recommendations were: (1) to authorise an independent agent to investigate differences in the collection of data at the provider level; (2) to refine and expand the key performance measures to improve their usefulness; (3) to restructure the ACVETS process for refining AVETMISS to expedite progress and to involve policy makers in more strategic decisions; (4) to clarify the purpose for which the data will be used; and (5) to improve communication to colleges about the measures' definitions.
