This paper argues that vocational education and training need to work hard to ensure that quality learning occurs, because it is not easy; that this is important for economic, personal and social reasons; and that to achieve quality learning, vocational education and training will have to get rid of the view that professional workers should receive a different education from non-professional workers. Recent development in competencies and articulation is used to highlight these points.
