Unless people can participate effectively in the training process, they will be unable to advance their skills, or even maintain their positions, neither will they be able to contribute to the improvement in Australia's economy. This paper addresses the difficulty which people with insufficient competence in English language, literacy and numeracy face in accessing training, which is emerging as a priority issue in the training reform agenda. Basic language, literacy and numeracy competencies must be built into all training programmes.
