Open learning: unseen issues

In this article the author discusses the interpretation of the term 'open learning', and its gaining of currency. The two aspects most often cited are openness of access and off-campus delivery through technology, and there is a danger that open learning will be seen as no more than these. In that case, not only will full openness of delivery be hampered, but even these two limited aspects may not be adequately handled.
