The success of the German economy, the comprehensiveness of its education and training arrangements for older teenagers and the high degree of employer involvement in training are all reasons why the German system has attracted international attention. The focus of this article is the 'dual system' whereby two-thirds of 16-18 year olds combine on-the-job training in the workplace or at a training centre with part-time theoretical studies at a vocational school.
