The cost of low levels of English proficiency amongst immigrants in the work force

The study confirms that there is an economic case for providing English language learning opportunities for migrant workers, not only for those with little or no English, but particularly for those with scope for improvement. It shows that the cost of learning would be offset by future gains, sufficient to yield a return on investment.
