Manpower program evaluation activities of the Bureau of Labour Market Research

One function of the Bureau of Labour Market Research (BLMR) is to undertake evaluation studies of the manpower programs and services administered by the Department of Employment and Industrial Relations (DEIR). At present the Bureau is undertaking a comparative study of manpower programs for youth, a project on the impact on the longer-term labour market experiences of individuals of the National Employment and Training Scheme (NEAT), and a study of the job placement activities of the Commonwealth Employment Service. A limited examination of the Relocation Assistance Scheme has recently been completed. In this paper attention is given to the youth programs project. The programs covered, the broad approach taken and the specific research design of the study are documented and related to the information needs of policy-makers and the conceptual and practical problems of manpower program evaluation. Some preliminary results from work to date are presented. Finally, some evaluation issues of wider interest that are raised in undertaking the youth programs project are discussed.
