- RPL in Australia: recent literature and directions for future research

This scoping paper was commissioned by the Australian Qualifications Framework Advisory Board (AQFAB) Recognition of Prior Learning (RPL) Working Party. To assist the deliberations of the AQFAB RPL Working Party on proposed further research, this scoping paper contains: a review of recent research on RPL; Recommendations on the form that further research should take; and suggested terms of reference for that future research. Four main recommendations are made: (1) That one study be commissioned to describe the incidence and nature of RPL in the higher education, vocational education and training (VET) and adult community and education (ACE) sectors and in years 11 and 12 of the schools sector in Australia (the monitoring study); (2) That the monitoring study should have terms of reference which include the consultant canvassing education and training authorities and institutions in the higher education, VET, ACE and Boards of Study in the schools sectors for developments in RPL policy and practice and estimate the incidence of RPL across the sectors; (3) that one study be commissioned to identify the main determinants of RPL in the higher education and VET sectors in Australia (the determinants of RPL study); (4) That the determinants of RPL study should have terms of reference which include that the consultant should report on factors encouraging or inhibiting the provision of RPL and policy implications and 'best practice' RPL assessment models within and across the sectors.

The policy areas commented upon are: (1) participation in education; (2) immediate post-compulsory education - for the future; (3) a curriculum pattern; (4) entry to higher education; (5) assessment in context; and (6) procedures.
