The Kirby report: implications for training, education and work

This paper is a summary of a conference with the same name. It identifies the five main themes: (1) problems of co-ordination between agencies; (2) economic growth; (3) role of traineeships; (4) wage system; and (5) increased public sector responsibility for training. The paper concludes by endorsing the Kirby report’s view that labour market progams should be viewed as integral to economic policy rather than on its margins.
