This paper was presented at the IIR Conference 'Flexible Learning : Efficient Delivery of Education and Training', held in Sydney on 22-23 April 1996. In this paper the delivery of vocational education and training is discussed, in particular flexible delivery. The following issues are discussed: imperatives for flexible delivery; characteristics of a flexible delivery system; changing roles for the teachers, learners, and managers; impact of the communications revolution; and a case study illustrating the issues discussed in the paper.
