In this report literacy learners are interpreted as being no different from other adult learners. It is assumed that all adults manifest the capacity to learn. A variety of individual levels of performance on tasks designed to assess the ability to learn may, however, be the result of a variety of factors which affect the ease of learning new material. These may be due to the degree of self motivation, perseverance, fatigue or past learning experiences. It is, however, imperative that adult literacy learners have access to educational institutions which reflect, in the courses and support they offer, a basic understanding that adults have a right to return to learning and that updating individual literacy competency is a legitimate component of any post secondary school offering, not just a casual offering if funding is abundant.
