The impact of user choice on the Queensland training market: a progress evaluation

User choice has strong support among employers, training providers and systems administrators in Queensland, and is having an influence on the choice of provider in both apprenticeships and traineeships. This report contends that current evidence suggests that both the training and the outcomes of training under the user choice system in Queensland are of highly variable quality, particularly where full on-the-job arrangements are in place. The three main aims of the report are: to describe the market share of apprentices and trainees among private training providers, TAFE Queensland, and Group Training Companies (GTCs) since the introduction of user choice; to provide the perceptions of the users about the strengths, weaknesses and overall effects on the training market of user choice; and to recommend ways in which the implementation of user choice in Queensland may be improved.
