Increasing the 'flexibility' of flexible delivery

This paper briefly outlines the metamorphosis of a Technical Correspondence School into an Open Learning Institute. It shows that the two main factors which the Institute has used to achieve some of the more recent State and Federal Government initiatives are a drive to achieve effectiveness, efficiency, equity and economy and an overall push to increase flexibility.
