This document reports on a project to analyse the range, nature and extent of barriers to Maori participation in tertiary education and training in New Zealand. The project was also commissioned to develop strategies and solutions to overcome the barriers faced by Maori students and those Maori considering entering tertiary education to increase educational choices available to both these groups. The project involved a review of relevant literature, interviews with providers, key stakeholders and students, and questionnaires to secondary school students.
