'State of the art' approach to assessment for VET in schools

This article presents a summary of the report 'Assessment and reporting of VET courses within senior secondary certificates' written by Patrick Griffin, Shelley Gillis, Jack Keating and Denis Fennessy. The work arose from a strategy which was endorsed by the Australian National Training Authority (ANTA) Ministerial Council in 1999 and was aimed at improving university and industry recognition of the achievement of school students in vocational education and training (VET) courses. Extensive consultation with Boards of Studies, education and training agencies across Australia and tertiary admissions centres was undertaken and analysis of procedures and assessment practices performed. The findings concluded that problems arose from: (1) differences between VET assessment and reporting at TAFE and school and university sectors; (2) widespread confusion regarding interpretations of training package criteria; (3) difficulties with linkage of assessments from numerous sources and sites; (4) potential for inconsistency of interpretations and bias; (5) lack of national position which affects national consistency; and (6) the lack of a state/territory or RTO policy for designing assessment tasks to measure competency.
