Sharing in the digital revolution

This article begins with a brief outline of recent technological change with regard to fibre optics and the Internet. It then argues that access to the Internet, which is increasingly being used for adult education, is much easier for those living in the major cities. Students in rural and remote areas suffer substantial disadvantage compared to their metropolitan counterparts. It is suggested that the only way to address this imbalance is through legislation, however whether this would be effective is open to doubt.
