The explosive growth of information technology will require significant change in vocational education and training (VET). Change in VET will require strong leadership at all levels. The TAFE NSW Information Technology, Arts and Media Educational Services Division (ITAM) has designed a model for developing educational leadership plans. The first step in the ITAM model is to examine the external environment and identify the important developments that will impact on VET. The five forces examined with particular regard to the technological changes happening in each are: increasing competition; new products and services; electronic teaching and learning; workplace trends; and government policy. Examining these developments reveals a number of gaps between current focus in VET and what needs to be achieved. The gaps identified by ITAM include: the technology fluency gap; the technology integration gap; the technology productivity gap; and the Australian-content gap.
