Abundance of reform

Robin Ryan questions whether reforms to the national training system, particularly regarding entry-level training, will be successful. In particular, he looks at the effects of the reforms on TAFE. He argues, for example, that if implemented in full, user choice, will mean that TAFE, with its high teacher and capital stock costs, will not be able to compete with private competitors and will have to move towards training for white collar workers where it can develop a competitive advantage.
