In the period 1990-1996, the number of apprentices in training declined from 161,000 to 123,000. In response, in November 1996 the Australian National Training Authority (ANTA) contracted Bob Marshman and Associates Pty Ltd to undertake a study of the views of employers in the building, electrical, and engineering industries to establish what might be the significant barriers to employers taking on apprentices.
