The growing need for flexible delivery in the vocational education and training (VET) sector has led to a demand for learning resources which facilitate such delivery. Those resources should be based on nationally endorsed competency standards and curricula and should facilitate competency based learning. The Open Training and Education Network (OTEN) of NSW TAFE, which develops learning resources to support around 30,000 students each year, has developed an innovative model for the development of flexible learning resources. This paper describes that model.
