Although much of the Modern Australian Apprenticeship and Traineeship Scheme (MAATS) remains shrouded in mystery, its implications for TAFE as the major provider of off-the-job training is significant. The implementation of MAATS is significant enough to have been the major agenda item at the two, ANTA Ministerial Council meetings this year. The Commonwealth proposes to use MAATS to drive rapid reform in user choice, deregulation and devolution of training arrangements, enterprise focus, industry leadership, and national ITAB restructuring.
