State Cabinet endorsed a proposal in October 1986 to review the recruitment and employment of apprentices in the Western Australian State Government with particular reference to the feasibility of a centralised recruitment system, the maximisation of training capacity and minimisation of costs to government and issues regarding greater participation of disadvantaged groups in apprenticeship intakes. The proposal provided details suggesting that significant savings were likely to be made by centralising the recruitment of public sector apprentices. It was also considered the improvements could be made to the numbers of females within public sector apprentice intakes and the participation of disadvantaged groups generally. A Review Committee was established for the purpose of examining the effectiveness and efficiency of the existing recruitment, training and funding arrangements and making recommendations to improve the system. This report outlines the findings of the Committee. The review found that recruitment and selection procedures were at the time uncoordinated with wide variations especially among smaller organisations. It proposed that recruitment and initial selection be centralised using the Apprenticeship Recruitment Unit of the Commonwealth Employment Service while final selection would continue to remain the responsibility of the employing department/authority. It was advised that this would be more cost efficient because of streamlined procedures and centralised advertising.
