The Committee of Inquiry was required to: (1) review existing procedures for assessment and recognition of overseas qualifications, skills and experience administered by the following State Government departments: (a) the Department of Education, the Department of Technical and Further Education and the Adult Migrant Education Service (Ministry of Education), with respect to overseas-trained teachers; (b) the Department of Education with respect to overseas secondary school qualifications; and (c) the Department of Industrial Relations and Employment with respect to overseas trade qualifications; (2) review existing procedures for assessment of overseas qualifications, skills and experience in such professions and occupations governed by New South Wales (NSW) statutes and administered by State registration boards and licensing authorities as may reasonably be covered in the period of the Inquiry; (3) review generally, existing procedures for assessment and recognition of overseas qualifications, skills and experience administered by NSW government departments and authorities, with respect to prospective employees and to current employees seeking advancement or promotion within the public service; (4) review the adequacy of existing information and counselling services for the overseas-trained, particularly those provided by the State Government; (5) examine the adequacy of provision of bridging, training and re-training programs for the overseas-trained; and (6) make such recommendations for action as were considered necessary.
