In June 1990, the then Minister for Employment, Education and Training, John Dawkins, established an inquiry to examine the effectiveness and appropriateness of existing apprenticeship and traineeships schemes with particular reference to: the Auditor-General's reports on the administration of the Commonwealth Rebate for Full Time Apprentice Training Program; and the ability of these schemes to provide flexible, broad-based skills development. At the time, Australia's entry-level training system was based on apprenticeships, but the Committee recommended a new reformed system where training and education would be fully integrated, encompassing schools, industry training and tertiary education. The Committee also believed that industry would become increasingly responsible for the provision of off-the-job training. The Committee made a number of recommendations, including: teacher release to industry; formal training agreements between an employer and a trainee involved in formal entry-level training; the establishment of national principles for the provision of education for adults; information campaigns for teachers and trainers; the introduction of a training wage; the development of a policy framework which, inter alia, recognises the links between general and vocational education; the introduction of uniform compulsory requirements to attend school until Year 10; a national framework for the recognition of training and credit transfer; funding of the public sector component of vocational education and training; national registration procedures for private providers of training; continued funding support of Skillshare and group training schemes; and, the review of labour market programs.
