All accredited learning for post-14 year olds in Wales is being gradually brought into a single structure - the Credit and Qualifications Framework for Wales (CQFW). The CQFW embraces all post-14 learning and higher education in Wales and allows learners to explain to others the relative value of their award and to transfer their knowledge and skills between career paths, providers and countries. Miller Research was commissioned in October 2007 to undertake an evaluation of the effectiveness, impact and value for money of the CQFW project to date. The stated aims for this research were to evaluate the effectiveness, impact and value for money of the CQFW project to date, and the [European Social Fund] ESF Capacity Building Project with awarding bodies. The evaluation has involved: (1) a literature review of relevant policy documentation and CQFW documentation; (2) consultation with key stakeholders, particularly focusing on the members of the Credit Common Accord Forum (CCAF); and (3) a fact-finding visit to Scotland to understand the work of the Scottish Qualifications and Credit Framework (SCQF). The purpose of this report is to present findings of the baseline impact and awareness study element of the evaluation of the CQFW to the Department for Children, Education, Lifelong Learning and Skills (DCELLS). A separate report presents the findings of the evaluation of the ESF funded activity for the CQFW [indexed at TD/TNC 95.424].
