The Taskforce on Lifelong Learning was established by the Department of Enterprise, Trade and Employment in collaboration with the Department of Education and Science. Membership of the Taskforce was drawn from government departments, state agencies, education and training representatives and the social partners. In addition, the Taskforce established two subgroups to identify the critical issues in two areas identified by the Taskforce: (1) access/barriers to lifelong learning; and (2) workplace learning/upskilling. The Taskforce set out to develop a strategic framework for lifelong learning by mapping existing lifelong learning provision, identifying gaps in that provision and proposing solutions to fill those gaps. The framework established by the Taskforce has the following essential elements: developing and implementing the National Framework of Qualifications; ensuring basic skills for all; providing comprehensive and coherent guidance and information; addressing delivery, access and funding issues; and better learning opportunities in the workplace and for workers.
