Literacy and livelihoods: learning for life in a changing world

Livelihoods rely heavily on literacy skills and information and communication technology (ICT) skills have also become a necessary tool in literacy training. The Commonwealth of Learning (COL) has developed an approach to addressing the challenges of literacy and livelihood skill development by merging literacy and livelihoods in its program, Literacy and Livelihoods (L&L). The International Literacy and Livelihoods Experts Meeting was held from 15-17 November 2004 in Vancouver to advance the L&L program. This report outlines COL’s directions for L&L, which was endorsed by delegates at the meeting. Some regional meetings will also take place during 2005 to help COL in developing a long-term plan in L&L. Some initiatives are already underway with the view to adding value to existing COL activities associated with poverty reduction and general improvement in the living conditions of the poor and in the environment as they relate to both literacy and livelihood skills. The report contains the following papers: Keynote address: Literacy and livelihoods: learning for life in a changing world / John Daniel; Presentations: UNESCO's new Literacy Initiative for the Excluded (LIFE) / Qian Tang; Literacy and livelihoods for youth at risk: the SERVOL experience / Martin Pacheco; Culture, literacy and livelihoods: reconceptualising the reform of education in Oceania / Bob Teasdale, Epeli Tokai and Priscilla Puamau (presented by Mahendra Singh); Remarks for the International Literacy and Livelihoods Experts Meeting: learning for life in a changing world / Arvil V. Adams; Country papers: India / K. Balasubramanian; Mozambique / Humberto Nelson F.F.
