This document proposes a program of action to boost employment growth during the structural transition that is taking place in post-apartheid South Africa. A great deal of this action involves more efficient implementation and coordination of existing programs. However, the identification of barriers to job creation is proposed along with a number of new programs, the significant contribution of all social partners and the efficient deployment of all available resources.
