Creating jobs, fighting poverty: an employment strategy framework

This document proposes a program of action to boost employment growth during the structural transition that is taking place in post-apartheid South Africa. A great deal of this action involves more efficient implementation and coordination of existing programs. However, the identification of barriers to job creation is proposed along with a number of new programs, the significant contribution of all social partners and the efficient deployment of all available resources. The document includes the following sections: Introduction; The employment strategy framework; Increasing the demand for labour; Improving the employability for labour; The development, implementation and monitoring of the employment strategy framework; The role of the social partners in the employment strategy; Conclusions.
