Learning works: widening participation in further education

One of the aims of the Further Education Funding Council is to promote access to further education for people who do not participate in education and training, but who could benefit from it. The Council set up the Widening Participation Committee in December 1994 to advise it on achieving that aim. The body of this publication sets out the Committee's agenda for change to increase access to post-16 learning and to improve the quality of learners' achievements. The terms of reference of the Committee are set out in annex A. Evidence given to the Committee is summarised in annex B. The membership of the Committee is given in annex C.
