A study of apprenticeship in Asia and the Pacific

This report presents apprenticeship practices in Asia and the Pacific and suggests policy and operational changes. It is the outcome of a study of apprenticeship in Asia and the Pacific that was one facet of the Asian and Pacific Skill Development Programme's (APSDEP's) objective of building up a complete description and understanding of the skills development infrastructure in the region. The overall objective is to help national and sectoral training services in the countries of Asia and the Pacific to develop and improve apprenticeship as a way of training skilled workers and highly competent craftsmen in industry and the services. A comparative study was made of apprenticeship policies, rules of implementation, administrative machinery, and financing arrangements in these countries, and suitable policy and operational changes to make them more effective were identified. The specific purposes were to: (1) compare the laws and regulations governing the recognised apprenticeship systems in the countries of Asia and the Pacific, and data on their application and identified constraints with a view to identifying the direction and nature of desirable change; (2) identify, in a number of key occupational areas which include both small and larger undertakings and in which both formal and informal apprenticeship practices are known to exist, the possibilities for reinforcing and improving and possibly amalgamating the two parallel systems; and (3) contribute to the evolution of new concepts of apprenticeship for countries in Asia and the Pacific more closely adapted to the contextual realities of these countries and the needs of developing economies.
