This report describes how key elements in the vocational education and training (VET) policies in the Federal Republic of Germany, the United States and Japan underpin their economic competitiveness, and how they support their effective response to changing markets and a rapidly changing economic environment. The report intends to show by what criteria, and in what terms, the three countries judge the relevance and importance of their VET efforts. It is not a detailed comparative study, but rather an analysis designed to provide pointers or options for those who make policy or who have to take decisions in the UK - what action in relation to VET the UK would need to take in order to be in the same competitive league as these successful nations, and to stay there.
