Overview of vocational training programmes in India

This study was conducted under an Asian and Pacific Skill Development Programme (APSDEP) contract to provide an overview of the vocational training programme in India. With the large expansion in this programme, both under private and public sectors, diversification into multiple governmental controls, complexity of operational responsibilities, it is felt that vocational training in India needs to take stock of itself. It needs to consolidate the gains in terms of investment made, evaluate for itself the cost-benefit ratios, curtail on wasteful duration of training and should be encouraged to adopt centralised flexible policies.

Crisis in Vocational Training Programme: a review of situation in selected countries

Vocational Training Programmes in the developing countries in Asia and the Pacific Region are facing crisis situations of varying nature. In the fast growing economies, the programmes failed to anticipate emerging occupations and consequently became unable to serve employers with the required type of personnel. In slow growing economies, the institutional capacity built up for preparing semi-skilled and skilled workers is now found to be underutilised and administrative competence to administer legally backed or otherwise introduced non-institutional programmes cannot cope with the unfriendly environment caused by labour surplus.

Vocational training policy in Nepal

Throughout the decade, Nepal has become increasingly concerned over the need to provide adequate numbers of skilled manpower to maintain the momentum created by many new development projects which range from health and agriculture to construction, energy and secondary industries. To cope with bridging the gap between education/training and employment opportunities for educated/trained people, a streamlining policy was formulated in 1971 and implemented on a phase-wise basis. It is recognised that Nepal must put even more emphasis on developing programs which are more appropriate to the need; cost effective and which produce graduates who are easily employed.
