Social partnerships for training: Canada's experiment with Labour Force Development Boards

This study examines Canada's experiment with social partnerships through their Labour Force Development Boards (LFDBs): a process which was fraught with difficulties and complexities. Concerns are expressed about democracy, federalism, nationalism and class relations as well as the challenge of improving labour market policies.
