This chapter provides an analysis of social enterprises providing employment services and work integration for disadvantaged people, with particular attention to social enterprises that seek to integrate hard-to-place people into work. The first part of the chapter gives an overview of the various types of social enterprises and the services that they provide. The second part proposes an interpretation of the growth of social enterprises, attempts to define them and analyses their economic rationality. The third part of the chapter is entirely devoted to the subgroup of social enterprises which provide employment and work integration services. The final section analyses the role of social enterprises as an active employment policy instrument and the possibilities for collaboration between work integration social enterprises and other employment policies, with particular reference to welfare-to-work programs.
