Vocational education and training (VET) in Britain is undergoing enormous change, moving to a system based on market forces. This chapter discusses this shift and the fact that the education sector is increasingly being seen as a commodity. The authors focus on one of the most obvious examples of this 'commodification' of education, occurring in the field of youth training. A Youth Credit (YC) scheme has been piloted for three years and was introduced nationally in 1995. The authors argue, based on a detailed case study from one of the earliest YC pilot schemes, that the supposed controls of training quality do not actually exist. The chapter begins by outlining the features and origins of the new paradigm, followed by a brief discussion about what is meant by education or training quality.
