Putting people ahead: competency-based training

This article appears in Chapter 3 - Boundaryless TET, which presents different approaches to aspects of technician education and training (TET) which might lend themselves to adaptation or adoption in other places or cultures. Achleitner begins by describing Woodland, which is one of four urban campuses of the Saskatchewan Institute of Applied Science and Technology (SIAST) providing career-oriented adult education, training and re-training. It has outreach programs in the Philippines, China, India, Thailand and Australia. He goes on to outline the concept and philosophical background to Woodland's competency-based education, catering for varied educational, cultural and personal needs. He outlines the curriculum development and validation process, the role of the instructors and the program team, the process of student assessment, and the concept of mastery. Some of the main features of the model are outlined including the admission policy which seeks to remove all non-essential barriers to fair access.
