This article appears in Chapter 2 - Re-engineering, which presents some options on how to re-engineer technician education and training (TET) systems and institutions. The author briefly describes the system in the Philippines for accrediting, coordinating, integrating, monitoring and evaluating formal technical education and non-formal vocational training programs. It promotes quality improvement in TET institutions and alignment to industry and is based on a shift in delivery to competency-based mode. Guiang explains that it is not concerned with grades or number of hours spent, but on actual skills attained and appropriate training outcomes. As a result of their success, the Philippines now proposes the mutual recognition of qualifications to international bodies through the Technical Education and Skills Development Authority (TESDA). The paper also defines accreditation and describes the processes for institutional, program and Dual System accreditation. Finally, Guiang stresses the importance of benchmarking for educational effectiveness by looking at other practices and studying best practice, maintaining a philosophy of continuous improvement.
