This article appears in Chapter 1 - Transforming, which deals with various concepts of leadership in the context of technician education and training (TET). It looks at ways of tackling change management. Franco explains that although project management used to be the province of engineers and economists, today it is a management tool for problem-solving and task management. He contends that TET leaders today must be multi-skilled as they reach beyond the traditional areas of education and training, curriculum reform and materials development. They can be involved in high technology training of trainers, development of management information systems, joint programs with the private sector and marketing at all levels. This becomes not just management, but managerial leadership. Franco develops his ideas with some historical examples of project management before examining the nature of projects and the characteristics of good project management. He looks at institutional practices and multi-project management and includes a table showing the main topics for a 7-day course in project management systems and practices.
