The primary strategy for long-term improvement is to use educational investment to upgrade the quality of citizen and enhance economic development. Traditional structures in the present education system threaten to become barriers to upgrading the Chinese Taipei economy to a manufacturing level so educational reform is seen as one of the keys. The author proposes an improved school management model and modification of the current curriculum and teaching to improve the quality of vocational education. Two major steps are required if vocational and technological education is to play an important role in national development. Firstly, a specific and clear nationwide educational goal and implementation plan should be identified and instituted. Secondly, a greater range of more flexible vocational teaching methods, materials and curriculum designs should be emphasised.
