This paper is one of a series on international education research which examines the work of international organisations involved in educational research. The aim of these papers is to highlight the programs and policies of these organisations and draw out common issues arising across nations. This paper describes educational research at the European Union (EU) level with a particular focus on the Leonardo and Socrates programs and the Targeted Socio-Economic Research program (TSER). The Leonardo and Socrates programs both cover the period 1995 to 1999 and aim to improve education and training systems and their capacity for innovation. TSER hopes to contribute to economic growth, competitiveness and employment development in the European Community.
