Question de competences: the competence issue: a tool for women: working together on links between past and future

This paper describes and evaluates a kit published in Quebec, Canada at the end of 1989, entitled 'Question de competences: un outil au service des femmes' (The competence issue: a tool for women). The kit, known as QC, was developed by three organisations concerned with the status of women, adult education, and vocational guidance and training for women. It was designed to help women identify the generic skills developed in family and community life that are required by the job market in Quebec. The paper begins with a brief description of the kit, which contains a number of original educational materials, and the way the QC process unfolds. The author then explores the outcomes of QC for the women and organisations that have implemented it and describes the social, economic and cultural context of Quebec Francophone society at the time of the kit's development and the influence of this context on the kit's identity. In conclusion, the main activities leading to the creation of QC, the tools derived from it, and factors affecting innovation in the project, are presented.
