Process model of cooperation between upper secondary schools and vocational institutions

This paper introduces a model of cooperation between upper secondary schools and vocational institutions. The model is based on local networking and cooperation. It is part of the Upper Secondary Education Experiment that was launched in 1992. The model calls for interdependent development in three major areas. They are: (1) introducing diversity into study programs; (2) joint scheduling; and (3) joint development of the curriculum and teaching/learning methods. The three phases of the model gradually open up possibilities to students for constructing their own personal study programs along with the introduction of open and flexible scheduling devices.
