Benchmarking postsecondary technical programs in community colleges and two-year proprietary institutions

This paper is based on the results of a Delphi study concerning benchmarks for postsecondary technical and occupational education programs in two-year postsecondary institutions in Pennsylvania. There are three major uses of benchmarking that underpin the study. How effective are new and existing programs? Is progress being made in the attempt to provide effective technical and occupational education? What is the minimum acceptable level of performance for continued support of existing programs or the funding of new programs? The results should provide leaders of postsecondary technical programs with useful insights for establishing benchmarks for their respective programs.
