This paper presents recommendations for the design of 21st century upper secondary and postsecondary institutions of higher education that are responsive to the changing nature of work and the workforce. The design process and specifications address issues such as the institutional signature, outcomes, learning process, organisation, partnerships, staffing, technology, environment and finance. For each element, exemplary practices are illustrated and attention is given to the process of making the needed transformations.
